As an artists and a art teacher, I think that art in education is now becoming more undervalued as a tool. Training your mind to think out of the box is what has enabled man kind to evolve. With out creativity and thinking out of the box we would still be living in a caves. But from my experience as a art teacher and a artists I believe art is become a tick book activity, where children are been taught how to copy or use paint in art classes, but are made to avoid the creative element of thinking and inventing.
Personally I think it's important, but then it was one of my top subjects and my husband is an artist! I am sure plenty people go through life just fine though never having an interest in it.
Our daughter (4) though tells the most magnificent stories yet has no interest in art at all so she's getting that creativity outlet in words.
