Extract from letter to MP who queried the need for another home ed review:

There is a balance to be struck between respecting the rights of parents and ensuring that the LAs have the right systems in place to intervene effectively where a child is at risk. While we think that LAs have sufficient powers, they have told us that they find it difficult to exercise those powers in relation to home educated children. We cannot simply ignore this. We must find out why that is and what needs to be done to overcome those barriers.
So the govt thinks everything's OK, but they can't ignore the whining LAs. Why not? It would save a lot of taxpayers' money that could be better spent on services for those that need and want them.
